What is the best tripod you can get for less than $500 USD?
Im looking for a tripod that dose not have a column in the middle, so it can lay flat on the ground. Also if possible I want it to have a ballhead/pivot ball.

Um, Cats, then this question probably wasn't intended for you. I'm struggling to put together a tripod from used/ discontinued parts for under $700 
For under $500 retail, here's your benchmark: Feisol CT-3442 legs (carbon fiber) with a Feisol CB-50D ballhead:

Manfrotto/ Bogen is more popular in this price range but by now Feisol has been around long enough to have a solid reputation, too. And i.m.o. Feisol offers better value for money.
Take it slow. First read this insightful article by Thom Hogan http://www.bythom.com/support.htm and then research & prioritize the features you're really looking for.
The only thing you tell us is that you want to be able to shoot near ground level. This can often be accomplished by removing a section of the central column, or by flipping the central column upside down and lowering the camera to the ground. Removing the central post - or buying a tripod without one such as the Gitzo Systematic series - is mostly done by landscape/ wildlife photographers for extra stability.
What's the maximum weight you want to put on the tripod? Get one that's rated for 3x that load; it's an indication of stability.
What's the maximum height you want the viewfinder to reach? And is that with or without a central column? (If you want the viewfinder to reach eye level, consider that the ballhead and camera body will place the viewfinder several inches above the tripod legs.)
Does the tripod need to fold small for travel? Then consider legs with 4 sections vs. 3. The flip side is that 4 sections take longer to extend than 3 and the whole thing becomes a little bit less stable.
Does the tripod need to be light for travel? (Lightweight, sturdy, cheap... pick any two.)
Will you be shooting a lot of macro? The desire to shoot low to the ground suggests this. If so, you might be interested in getting a geared center column instead of no center column.
If you shoot a lot of macro, also look into a focusing rail.
How about quick release plates? That Feisol ballhead that I mentioned comes with a standard Arca Swiss style clamp. This means that there will be loads of custom plates available for your cameras and lenses... if you want them... and budget for them. Manfrotto ballheads use a proprietary QR system (which you could replace with an Arca Swiss type clamp made by Kirk or RRS.)

The main advantage of using an L bracket vs a regular plate is that you can mount the camera vertically while keeping the weight directly over the ballhead.
The main advantage of using a custom fit is that the camera can't slip around on the plate.
If you use long, heavy lenses, you'd purchase a quick release plate for your lens collar instead (in this case you mount the lens on the tripod.)

If you search a little bit, you'll find lots of people who take their tripods *very* seriously and assemble something from various brands...
Eg. Gitzo tripod legs + Markins base plate (to remove the central column) + Acratech ballhead + Kirk quick release clamp + Really Right Stuff quick release plates.
