If meter is defind by the speed of light what happens in this case?
Let's say a rocket ship is traveling at 99% of speed of light.
Is the meter longer from the perspective of the person at rest, and exactly a meter for person in the space craft?
A meter is defined by the speed of light -- in the reference frame in which you are measuring the meter. You are right that a meter-stick in a fast rocket would look different to a person at rest (though it would be shorter - time dilates, length contracts). But you would not expect a unit, such as the meter, to be reference-frame invariant. So the meter is defined for the reference frame of the person using that meter. The same is true of the second, which is defined by the frequency of a cesium atom. If you put your cesium atomic clock on your rocket, your second will be longer than a second to the stationary bystander.
And just to point something out, AALUNGA put in a quote from CIPM about limiting the length to distances short enough that general relativity does not play a role, but it refers to general relativity, not special relativity. The issue you point out is a special relativity issue. Though special relativity can be looked at as a subsection of general relativity, the CIPM was more worried about space-time bending effects, such as gravitational lensing. Those issues can arrise when making a precise measurement of the meter or when using the meter over very large distances, where the space-time curvature is not uniform. But the CIPM quote is not directly related to your question about length contraction.
