Is a zoom lens at its lowest focal length the same as a prime lens?
I've got a 55-200mm zoom lens on my Nikon D5000, and I've been considering a prime lens, as I honestly seldom use the zoom function for artistic shots. But at the lowest focal length-55mm-wouldn't it be the same as a 55mm prime lens? Sorry if this is an extremely naïve question.

First of all, let me comment that your question is an excellent one (even if some of your answers aren't).
At each end of a zoom lens is what's considered by most to be the weak end of the focal length. This minimum and maximum focal area is generally where the clarity begins to deteriorate as a result of the separation of elements within the lens.
I have never seen a prime lens with zoom capability but don't discount the possibility of it ever occurring (or being claimed by a manufacturer).
Prime lenses are fixed lenses with less elements. This accounts for their quality of clarity, decreased distortion around the edges and improved chromatics. Unfortunately, in this configuration, it also accounts for their cost as they are generally faster than a comparable zoom.
The magnification may be the same but the quality and clarity of the image at the point of equal focal length is obvious to any discriminating artist/photographer. They just cannot compare.
I have a couple of prime lenses (an 85mm and a 14mm) that are remarkably crisp compared to my variable focal length lenses at the same setting (though I don't have a tele that goes down to 14mm).
The question is not naïve, in fact, it's excellent.
