What is a good fluid tripod for camera and camcorder that does not break the bank?
I have two tripods which are great for still shots. However, I want something that allows me flexibility when doing video to not have the pictures "JUMP" each time I readjust the tripod. And I don't want it to shift when I place my hand on the tripod adjustment but don't actually move anything.

You did not tell us which camcorder you have in mind. Tripods and the heads are rated by weight they can hold. Be sure the tripod and head are over rated for the camcorder by at least 50%-100% of the weight rating. This will allow for more than the camcorder (mics, lights, other gear).
Davis & Sanford, Bogen Manfrotto, Libec and a few others have decent low and medium range gear. Sachtler, Bogen Manfrotto and several others have good mid and higher gear. bhphotovideo has a good selection. Expect to spend at least $200 - likely more. This assumes the camcorder is less than 5 pounds.
