What are the tubes across the road into 1 box and another box on a power pole with a camera?
There are two boxes, one on the ground with two tubes running across the street (one shorter than the other). The other box is about ten feet up on a power pole with a small camera and no tubes/wires attached. This is a residential street in a school zone. It was installed at 10:30pm and I questioned the installer about what he was doing and he would not tell me anything as to why it was being placed there.
The camera replaces the buried wire for detecting if a vehicle is stopped at the lights waiting for the light to change. The old electromagnetic detectors had the problem of being difficult to repair and frequently broken whenever road work was done for whatever reason, phone, cable, power, water, sewage... pole mounted cameras are much easier to repair and do not get damaged when some other utility digs up the road reducing the interrupt driven repairs that traffic control needed to respond to. These cameras are typically mounted beside the traffic light.
Speed and redlight cameras are housed in much larger armoured boxes with flash strobes often on it's own pole.
The tubes across the road are portable pneumatic detectors periodically deployed to collect statistics on road usage for planning purposes.
Traffic lights don't normally share poles with power companies except for the old strung ones. Perhaps the camera was a surreptitious wireless camera being temporarily installed by a private detective or by law enforcement. I would make an inquiry to 311 in case it isn't an authorized camera and happens to be a webcam for some pedophile website, 10:30pm is not normal union hours.
