Are these decent lights to start with doing portraits?

Yes, decent enough. Power is somewhat limited, but would be fine for close quarter portraits of single subjects. Do not expect to be doing large groups with these lights.
You will probably need to set your camera aperture to around 5.6 or wider to get in enough light for proper exposure.
Also, it would be wise to set your white balance color temp to 5500 if your camera has custom settings. If not, I would definitely use a grey card in the first shot for color correction later. (Shooting RAW of course)
