What does this lighting setup mean?

In the first diagram, it says fill light (umbrella) at f5.6 and main light (softbox) at f8. What does that mean? There are numbers on the back of my lights but its like 1/16, no f5.6 or f8.
In the second link, first thing I am wondering is what is a better lighting setup, and why? Also there is background lighting in the second link. I have a backlight, but I dont know where to put it. Behind the backdrop?

Ok... I will try to make it simple.
Your key, (main), light is as you would guess the main light on your subject. So by either using a light meter or simple experimenting with a digital camera, it is determined that the camera needs to be set at f8 for proper exposure on the subject. Your LIGHT, however, may only require a setting of 1/2 power. The numbers on your lights have nothing to do with fstops. They are just increments of power from 100% output.
Now, your FILL light is just what it says. It is there to fill in the shadow side of the face. However, you still do not want the fill light to be at the same strength as the main light. This would just give a flat, amateurish looking shot with no depth. You actually WANT some shadow on the face to give dimension and realism. So, you want your fill light at less power than the main light. So, since your main light was set at 1/2 power, you can set your fill light to 1/4 power. If using a light meter, the meter would display that your camera needs to be set at f5.6. Remember, the lower the fstop, the larger the opening in the lens, and the more light admitted into the camera. So, if your fill light is set at less power than the main light, you would need a larger aperture for the same exposure as you are getting with the main light. But we don't want that. We want a FILL light at less than optimum exposure.
As for the second diagram, everything is exactly the same, except a background light has been put into the mixture. Note, it says the camera exposure is also f8, same as the main light. It was desired for the background light to be the same intensity as the main light, which in most cases is fine, but it is not written in stone that it has to be that way. So, the background light would also have the power set to 1/2 to match the main light.
All that is assuming that all things are EQUAL. If there is a difference in umbrella material, or size, or if a soft box is used along with an umbrella, the settings ON THE LIGHTS may not be the same at all. In other words, if the main light was used with an umbrella and set at 1/2 power for an f8 camera exposure, but the background light was "bare bulb" with no diffusion, the power on the background light may only need to be 1/3 to achieve the same f8 requirement.
A light meter is almost an ESSENTIAL piece of equipment in studio lighting. You "can" use the monitor on a digital camera, but it is far from precise and the monitor can lie to you. There is just really no substitute for a light meter when using strobes.
As mentioned, you can use a grey card to measure the ambient light IF you are using continuous lighting. A grey card does not work with strobes.
Hope that clears it up for you some. It really is not hard to get your head around with experience and practice. Now you see why there is much more than just having equipment. You have to know how to use it also.
